No, you are right, that's what  I meant. I don't think we can influence 
the dragging operation, nor should we try. I hardly ever show the tool 
palette, actually, I just type "new fld" into the message box, etc. I 
suppose that is just me, but it is faster for me to do that than to 
reach for the menu and choose a tool from the palette and then dismiss 
the palette.

On the other hand, maybe some people would like to be able to 
double-click a tool to get a standard-sized control. That might be a 
good compromise.
