TTS-AppleScript-AIFF with PC?

With a Mac I can use AppleScript to have some text read by a selected
voice (TTS) and save it as an .AIFF sound file.


Is there a way to do this with Windows?

    set theText to "This is something very cool!"
    say theText using "Cellos" saving to "my_cool.aiff"
end run
