Forgive this off topic query, but I can't think
of a better group to give recommendations:

If you had to purchase animation/cartooning software for your art
director/artists, (already fluent in Adobe PS and IL)
 what would be your choice? End product would be anything from
simple animated GIF's to movie cartoons.
