raisePalettes and OS X

Is there a way to have the raisePalettes honored in OS X?

Also, is there a way to get OS X to respond to clicks in a window's growbox
in real time?  Grabbing the growbox with the same speed I've been using in
OS 9 is almost always missed by OS X, which instead mistakenly applies the
click-and-drag to whatever's beneath the window.
