it's easier to import gifs or jpgs than icons...
on windows, theres' a few nice programs but I'd
recommend Iconbook. dont know the url of hand...
browse and export... that easy... windows only probably...
on the Mac, GifConverter (mac only, german program with a grey icon and a
house?) was great...
both do batch conversions i think...

a standalone after building it with MC ?
If yes, how did you do this ?
What windows icon-editing app can so so ?
