libUrl updates

Hi

The libUrl 1.0.8a1 updater stack announced on August 13 contained an 
error. If anyone has run that updater, it's likely that ftp routines 
won't work properly. (The 1.0.7b5 updater doesn't have the problem.)

I've posted a new updater at the url below that does things correctly.
