chat program behind a router

I have been using TCP.  It works just fine when the person behind the 
firewall initiates the chatting.  That person has no problem opening a 
connection.  I then have the person outside the firewall try to open a 
connection back and it just sits there.  I am guessing that the 
connection can't get opened because the other is behind the router.

What I think I need to do is get a better understanding on how the 
settings work for ipnetrouter.  I am the guy who set it up.  I just do 
not have much knowledge on how it all works.  I have much to learn.

Now putting a server outside the firewall is probably going to be very 
important to insure that all users can communicate no matter what their 
situation is.
